QUESTION that I can't find anywhere but may have missed:

What is the status on NPCs? Are there other people in these rooms within the Clock? Can Clock-natives, if they do exist, leave those rooms and move between also, or no?

Trying to work out what kind of threads it's ok to plot for! Or maybe amass an NPC army. You never know.
